You only get Z power in campaign in Normal and Hard difficulty. You don't. By the time you get the first Z crystal you can already use it. It seems like all these mechanics activated by START in battle (Dynamax, Megas and Z moves) are controlled via the "Mega [Item]". I never tried trading a Z crystal before getting the Mega item but i know you can't Dynamax until that point in dens (or pretty close to it) 3.
